The educational training programs required under this subchapter shall be available and reasonably accessible to all plenary and limited retail distribution licensees in the State. The training programs shall be offered at least once every three months, subject to need, in the north, central, and south geographical areas of New Jersey; as well as at least once annually on a Statewide basis.
