Unless otherwise expressly noted, all provisions of this chapter were adopted pursuant to authority delegated at N.J.S.A. 9:3-17et seq. and 30:4C-4 and were filed and became effective prior to September 1, 1969. Revisions which repealed this entire chapter were filed and became effective May 2, 1974, as R.1974 d.109. See: 6 New Jersey Register 143(a), 6 New Jersey Register 245(b).
