Section 445A.365 - "Modify materially" defined"Modify materially" means to make:
1. A change in the design or location of a process component, or the characteristics of the waste stream which significantly alters the potential to degrade the waters of the State; or2. A significant change in the environmental monitoring systems which results in a reduction in the effectiveness of that monitoring system. The term does not include changes necessitated during construction to suit field conditions, or changes which do not affect point sources.
