Section 341.083 - Procedure when bids received; negotiation; award1. If the lowest bid is less than the appropriation made by the Legislature for the building project and does not exceed the relevant budget item for that building project as established by the Division by more than 10 percent, the Administrator may exercise his or her power to negotiate with the person who submitted the bid to obtain a revised bid.2. If the lowest bid that meets the requirements of subsection 1 cannot be satisfactorily negotiated or if the lowest bid is more than the appropriation made by the Legislature for the building project or exceeds the relevant budget item for that building project as established by the Division by more than 10 percent, all bids will be rejected.3. The Division will award a contract to the lowest responsible bidder unless such an award would not be in the best interest of the State. The determination of the lowest bid will include a consideration of the base bid and any alternative bids which are accepted.Nev. Admin. Code § 341.083
