Ministerial proceedings are initiated by the Department in a timely manner based upon a set of facts known to or determined by the Department. Persons who believe they are harmed by the ministerial actions of the Department, and believe that the facts used and/or determined by the Department are an incorrect set of facts or an incomplete set of facts, may file a complaint in the Department under chapter 7 of these rules. Filing a complaint does not stay the action of the Department
