Requests for reconsideration of an award decision shall be made on procedural grounds only. Such grounds include alleged conflicts of interest, unfair or preferential treatment of applications, or procedures not uniformly applied to all applicants. Any applicant affected by an award decision on said grounds may request a reconsideration of the action taken by the Library Commission in accordance with the procedures outlined in Reconsideration Hearings.
