Section XI-913 - Transportation of Carbon Dioxide in Pipelines Constructed with Other Than Steel PipeA. No person may transport any carbon dioxide through pipe or appurtenances constructed of material other than steel unless the person has notified the commissioner of conservation in writing at least 90 days before the transportation is to begin. The notice must state the pressures, temperatures, and volume rates of the said carbon dioxide to be transported and the chemical names, common names, properties, characteristics and the percentages of any substances that will be associated therewith. Materials used or to be used in construction of the pipeline must be specified in detail also. If the commissioner determines that the transportation of the carbon dioxide with or without other substances associated therewith, in the manner proposed, would be unduly hazardous or potentially dangerous, he will, within 90 days after receipt of the notice, order in writing the person who gave the notice not to transport that carbon dioxide in the proposed manner until further notice to the contrary.La.
