In those cases where a vehicle is to be part of a fleet subject to proportional registration, and there is an outstanding negotiable title to such vehicle in the name of the fleet owner, whether such title is a Kansas title or a title issued by another state; or, in those cases where the vehicle is subject to a lease, and the lessor of such vehicle has an outstanding negotiable title issued by this state or another state, such fleet owner shall not be required to secure Kansas certificate of title.
