(a) Purpose. These rules and regulations are intended as aids to promote the efficient operation of the board and the orderly administration of the act, and to provide meaningful avenues for realizing and for enforcing the statutory rights and obligations of public employees, public employee organizations, and public employers of this state under the act. (b) Interpretation. These rules shall be liberally construed to effectuate the purposes and provisions of the act. (c) Waiver. In the event that the application of these rules would not be feasible or would work an injustice, the rules may be waived or suspended by the board at any time or in any proceeding unless such action would deprive a party of substantial rights. (d) Separability. If any provisions of these rules be held invalid, it shall not be construed to invalidate any of the other provisions of these rules. Kan. Admin. Regs. § 84-1-2
