Section 28-19-55 - General provisions(A) These episode regulations are designed to prevent the excessive buildup of air contaminants during air pollution episodes, thereby preventing the occurrence of an emergency due to the effects of these contaminants on the public health. Any other provisions of the air pollution control regulations notwithstanding, they shall apply to all emission sources and premises located in any geographic area for which an air pollution emergency status has been established by the director in accordance with regulation 28-19-56. (B) For the purposes of this regulation the following definition will apply: Soiling index shall be presumed to mean the concentration of particulates as measured by the automatic paper-tape sampler method, "ASTM standard method of test for particulate matter in the atmosphere, optical density of filtered deposit, D-1704-61" expressed as coefficient of haze (COH) per 1000 lineal feet.
