A person who violates any provision of Iowa Code Supplement chapter 101B or of this chapter shall be subject to a civil penalty of an amount no greater than specified for the specific offense in Iowa Code Supplement section 101B.8. Notice of a civil penalty may be provided by mail or by personal service. A person subject to a civil penalty may appeal the imposition of the penalty as provided in 661-Chapter 10. An appeal of a civil penalty shall be subject to the provisions of 661-Chapter 10 for contested cases.
