Haw. Code R. § 19-130-2

As used in this chapter, unless the context clearly indicates otherwise:
"Director" means the director of transportation or his authorized representative.
"Public highways" includes all roads, alleys, streets, ways, lanes, trails, and bridges in the State opened, laid out, or built by, or dedicated or surrendered to, the State or any political subdivision thereof, as defined in § 264-1, Hawaii Revised Statutes. It also includes rights-of-way width thereof, and private streets over which the legislative body of the respective county has imposed traffic regulations in accordance with law.
"State" means the State of Hawaii.
