The purpose of this rule is to facilitate compliance with the provisions of the federal regulations for public awareness and safety issues regarding natural gas pipeline facilities contained in 49 C.F.R. §§ 192.614 and 192.616 in cases where the billing to the Retail Customers of the Electing Distribution Company is provided, in whole or in part, by Marketers or Poolers providing commodity sales service or distribution services on the Electing Distribution Company's system.
