Section 69U-105.109 - Notice, Filing, Service(1) Notice. When required, service or notice shall be deemed effected when accomplished in the following manner:(a) Service and notice of initial pleadings, orders, and other papers shall be effected upon a party by hand delivery or by U.S. mail, directed to a party's last known mailing address.(b) Required notice to the general public shall be by publication in the Florida Administrative Register. OFR shall require any applicant to publish additional notices in newspapers of general circulation in the area affected, where it deems it necessary to afford adequate notice to the public.(2) Filing. All notices, motions, pleadings, or other documents shall be filed with the presiding officer or administrative law judge and served on the respective parties.(3) Service. Service shall be deemed complete when a true copy of the document is delivered or, if mailed, when properly addressed, stamped, and deposited in the U.S. mail. The postmark date shall be the date of service if served by mail and the date of an appropriate certificate of service shall be the date if served by delivery.Fla. Admin. Code Ann. R. 69U-105.109
