Section 4a-52-18 - Objective criteria for determining the lowest responsible qualified bidder or best proposer(a) For the purpose of indicating the types of objective criteria in determining the lowest responsible qualified bidder, as defined in Section 4a-59 of the Connecticut General Statutes or the best proposer, the invitation to bid or request for proposals shall state the evaluation factors, including price, and their relative importance. Past performance and financial responsibility shall always be factors in making this determination.(b) The evaluation shall be based on the evaluation factors set forth in Section 4a-59 of the Connecticut General Statutes, in the invitation to bid or request for proposals. Numerical rating systems may be used but are not required. Factors not specified in Section 4a-59 of the Connecticut General Statutes, in the invitation to bid or request for proposals shall not be considered.(c) For the purpose of conducting discussions under Section 4a-52-17 of the Regulations of Connecticut State Agencies, proposals shall be initially classified as:(2) potentially acceptable, that is reasonably susceptible of being made acceptable; or,(3) unacceptable.Proposers whose proposals are unacceptable shall be so notified promptly.
