Section 14-227b-17 - Hearing(a) The hearing shall be conducted by a hearing officer appointed by the commissioner pursuant to section 14-4a of the Connecticut General Statutes, and shall be limited to a determination of the issues stated in subsection (g) or (j) of section 14-227b of the Connecticut General Statutes.(b) The findings required to be made at the hearing in accordance with subsection (g) or (j) of section 14-227b of the Connecticut General Statutes shall be based on substantial evidence when the record is considered as a whole.Conn.
