The Secretary shall receive requests for advisory opinions regarding the appropriateness of an intended use or display of the flags, coat of arms or seal. All requests shall be made in writing and may be submitted inperson or by mail. All requests shall provide a reasonable description of the intended use or display of the flags, coat of arms or seal in sufficient detail to allow the Secretary to consider the appropriateness of such intended use or display. Advisory opinions shall be issued by the Secretary in a timely fashion.
