Upon application, the Board will provide for hearings in the case of applicants whose requests for certificates have been refused, or whose certificates have been suspended or revoked. Such hearings will be conducted in accordance with the Board's Regulations for the Conduct of Adjudicatory Proceedings as adopted and filed in the Director's Office and with the Secretary of State and State Commissioner of Administration and Finance.
