The purpose and scope of 323 CMR 3.00 is to implement and enforce the provisions of M.G.L. c. 90B, §§ 20 through 35. The purposes of 323 CMR 3.00 are to protect the public welfare and safety, to prevent damage to private and public lands caused by the inappropriate use of snow vehicles and recreation vehicles, to promote voluntary compliance with 323 CMR 3.00, and when necessary to deter noncompliance, through fines and penalties. The Office of Law Enforcement intends to enhance, through 323 CMR 3.00, its ability to facilitate the safe and appropriate use of recreation and snow vehicles.
