Section 30.643 - Inspection of LinersThe owner or operator shall comply with the following:
(1) The waste in a pile shall be removed periodically, and the liner shall be inspected for deterioration, cracks, and other conditions that might result in leaks. The frequency of inspection shall be specified in the inspection plan required by 310 CMR 30.515 and shall be based on the potential for the liner to crack or otherwise deteriorate under the conditions of operation (e.g., waste type, rainfall, loading rates and subsurface stability).(2) If deterioration, a crack, or other condition is identified that is causing or could cause a leak, the owner or operator shall: (a) Notify the Department of the condition immediately by the quickest available means and also notify the Department in writing within seven days; and(b) Repair or replace the liner and obtain a certification from an independent Massachusetts registered professional engineer that, to the best of his knowledge and opinion, the liner has been repaired and leakage will not occur.
