Section 2720.0-3 - Authority(a) Section 209(b) of the Federal Land Policy and Management Act of 1976, 43 U.S.C. 1719(b) , authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership, if certain specific conditions are met.(b) Section 310 of the Federal Land Policy and Management Act of 1976, 43 U.S.C. 1740 , authorizes the Secretary of the Interior to promulgate rules and regulations to carry out the purposes of the Act.
