Section 4219 - Costs that May and May Not be Funded(a) Costs eligible for state funding shall include the following: (1) Construction of new buildings.(2) Alterations or improvements to existing structures.(3) Permits and licenses.(4) Insurance during construction.(5) Equipment and fixtures attached to and forming a permanent part of the structure.(7) Pipelines, wells, paving, sewers, drains and fences.(b) Costs not eligible for state funding shall include the following: (1) Architectural design.(2) Interest on bonds or other forms of indebtedness.(3) County administrative costs.(4) County costs associated with application development and completion of needs assessment.(c) The Director may approve additional costs for funding that are directly attributable to actual construction. Costs for planning and development of the project shall not be eligible for state funding.Cal. Code Regs. Tit. 15, § 4219
