(a) A statement of facts shall be required when the license plate was purchased as a gift and the purchaser's name was incorrectly listed as the license plate owner. (1) The statement of facts shall indicate that the license plate is a gift to the registered owner or lessee of the vehicle to which the license plate will be assigned and that no money changed hands.(b) The statement of facts shall be completed either by the purchaser or the gift recipient.Cal.
