Section 770-X-10-.19-.02 - No Operations Without Commuter Certificate; Exemption(1) No person subject to the Alabama Motor Carrier Act shall engage in operations as a commuter carrier unless there is in force with respect to such person a commuter certificate issued by the Commission authorizing such operations.(2) The requirement of a commuter certificate and no other part of this rule shall apply to: (a) Operations (car pools) where the driving and vehicles used are rotated among the participants in the operation; or(b) Operations involving four (4) or less persons, including the driver.Ala.
