Needs and Uses: Section 1216 of NDAA 2014 authorizes the Secretary of Defense to withhold Department of Defense assistance to Afghanistan in the amount equivalent to 100 percent of all taxes assessed by Afghanistan to extent such taxes are not reimbursed by Afghanistan.
