Lock 13 Hydro Partners; Notice of Preliminary Permit Application Accepted for Filing and Soliciting Comments and Motions To Intervene

On September 1, 2016, Lock 13 Hydro Partners filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Evelyn Hydroelectric Station Hydroelectric Project (project) to be located at the Kentucky River Authority's Lock 13 on the Kentucky River in Lee County, Kentucky. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.

The proposed project would consist of the following: (1) An existing 248-foot-long, 35-foot-high concrete lock and dam; (2) an existing 165-acre reservoir having a storage capacity of 3,200-acre-feet; (3) five new submersible generating units located within the abandoned lock chamber for a total installed capacity of 2.8 megawatts; (4) a new 30-foot-long, 48-foot-wide on-shore building to house project controls; and (5) a new 1,200-foot-long, 12.47 kilo-Volt transmission line. The project is estimated to generate an average of 11.6 gigawatt-hours annually.
