FFP Project 68 LLC; Notice of Preliminary Permit Application Accepted for Filing and Soliciting Comments, Motions To Intervene, and Competing Applications

On September 4, 2012, FFP Project 68, LLC filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of a hydropower project located on the Mississippi River, near Saint Joseph, in Tensas Parish, Louisiana and Claiborne County, Mississippi. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.

The proposed Davis Island Bend hydrokinetic project would consist of the following: (1) Up to 3,432 SmarTurbine generating units installed in arrays on the bottom of the river; (2) the total capacity of the installation would be up to 137,280 kilowatts; (3) flexible cables would convey each arrays power to a metering station; and (4) a transmission line would interconnect with the power grid. The proposed project would have an average annual generation of 312,206,000 kilowatt-hours (kWh), which would be sold to a local utility.
