Take notice that on March 4, 2003, AES Warrior Run, Inc. (AES) (the Applicant), filed with the Federal Energy Regulatory Commission (Commission) a complaint against the Potomac Edison Company, d/b/a Allegheny Power, pursuant to section 205 of the Federal Power Act seeking refunds.
