Appeal from the United States District Court for the Southern District of New York; Edward J. Dimock, Judge.

Appeal by libelant from a decision, D.C.S.D.N.Y., 115 F. Supp. 58, and final order sustaining an exception to his libel for the benefits of government war risk insurance on the ground of expiration of the period of limitation for suit provided in the contract and by law.
