ORDER ACCEPTING CONCLUSIONS AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE

After making an independent review of the pleadings, files and records in this case, and the Conclusions and Recommendation of the United States Magistrate Judge dated September 21, 2002, the Court finds that the Conclusions of the Magistrate Judge are correct and they are accepted as the Conclusions of the Court. The Court additionally finds that Plaintiff's claims as reflected in her application for injunctive relief are barred by her failure to exhaust administrative remedies.

IT IS, THEREFORE, ORDERED that the Conclusions and Recommendation of the United States Magistrate Judge are accepted.
