LOCALS Case No. R--2448 SUPPLEMENTAL DECISION AND, CERTIFICATION OF' REPRESENTATIVES July 8,19/11 On May 3, 1941, the National Labor Relations Board, herein called the Board; .issued a Decision and Direction of Election,l and on May 28, 1941, a Supplemental Decision and Amendment to Direc- tion of Election,2 in the above-entitled proceeding. Pursuant to the Direction, as amended, an election by secret ballot was conducted on May 29, 1941, under the direction and supervision of the Regional Director for the Fourth Region (Philadelphia, Pennsylvania). On June 3, 1941, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regula' tions-Series 2, as amended, issued and duly served upon the parties an Election Report on the ballot. B., No. 49. 189 190 DECISIONS OF NATIONAL LABOR RELATIONS BOARD On June 19, 1941, the Regional Director issued and duly served upon the parties his Report on Objections to the Election. The Re- gional Director recommended that the objections filed by the Guild be dismissed and that, Federal Labor Union #22492, affiliated with the American Federation of Labor be certified as exclusive bargaining representative. The Board has fully considered the objections and -the Regional Director's Report on said objections and agrees with the recommenda- tions of the Regional Director. The Board finds that the Guild's objections raise no substantial or material issue with respect to the oonduct of the election or to the Election Report thereon. CERTIFICATION OF REPRESENTATIVES By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Re- lations Act, 49 Stat. 449, 'and, pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulatiolis-Series 2, as amended, IT IS HEREBY CERTIFIED that Federal Labor Union #22492, affiliated with the American Federation of Labor, has been designated and selected by a majority of all employees of Western Union Telegraph Company employed in and about Philadelphia, Pennsylvania, in the commercial, traffic, plant, and accounting departments, excluding the employees occupying. the positions listed in Appendices A, B, C, and D, attached to the Direction of Election, as their representative for the purposes of collective bargaining and that pursuant to the pro- visions, of Section 9 (a) of the National Labor Relations Act, Fed- eral Labor Union #22492, affiliated with the American Federation of Labor, is the ' exclusive representative of all such employees for the purposes of collective bargaining with respect to rates of pay, wages, hours of employment, and other conditions of employment.
