Section 230.3 - DefinitionsAs used in the Oklahoma Motor Carrier Safety and Hazardous Materials Transportation Act:
1. "Commerce" means trade, traffic, commerce or transportation within this state;2. "Commissioner" means the Commissioner of Public Safety;3. "Department" means the Oklahoma Department of Public Safety;4. "Discharge" means leakage, seepage or other release of hazardous materials;5. "Hazardous material" means a substance or material in a quantity and form determined by the United States Department of Transportation to be capable of posing an unreasonable risk to health and safety or property when transported in commerce;6. "Person" means any natural person or individual, governmental body, firm, association, partnership, copartnership, joint venture, company, corporation, joint stock company, trust, estate or any other legal entity or their legal representative, agent or assigns; and7. "Transports" or "transportation" means any movement of property over the highway and any loading, unloading or storage incidental to such movement.Okla. Stat. tit. 47, § 230.3
