The Commissioner of Transportation shall, pursuant to the provisions of the "Administrative Procedure Act," P.L. 1968, c.410 (C.52:14B-1 et seq.), adopt rules and regulations as may be necessary to effectuate the purposes of P.L. 2015, c. 227(C.27:5-29 et seq.).
