Every bill and joint resolution must, as soon as delivered to the Governor, be endorsed substantially as follows:
“This bill was received by the Governor this _______ day of ________ one thousand nine hundred and ________.” Said endorsement must be signed by the private secretary to the Governor or by the Governor himself, or by the official or employee to whom the Governor may delegate.
