(a) Every educational or university institution of the country is hereby directed to establish a registry of fraternities, sororities and associations of any type that group, recruit or accept the association of any student enrolled in said institution as a member or associate, or engage in activities therein.
The Council on Higher Education and the General Council on Education is hereby empowered and authorized to regulate all matters related to the establishing of the registry, including its form and contents, location, custody, and conservation. Provided, That said registry shall include, at least, the following information:
(1) Name of the fraternity, sorority or association.
(2) Its purposes and objectives.
(3) The composition of its Board of Governors or Directors, and the names of the members and their respective positions.
(4) A brief description of the initiation ceremony or process for joining the same.
(5) The names of all its affiliates.
(b) The Council on Higher Education and the General Council on Education shall impose and collect the fines for violations of this section. Provided, That the violation of this section shall constitute an administrative fault, and the infraction and noncompliance do not provoke a violation of Article 97A of the Penal Code of Puerto Rico in which case it shall be prosecuted as provided therein.
(c) Any educational or university institution that does not establish the registry pursuant to the provisions of this section, or the regulations promulgated by virtue thereof, shall be imposed a fine of one thousand [dollars] ($1,000) to five thousand dollars ($5,000) at the discretion of the Council, in addition to the penalty established in Article 97A of the Penal Code of Puerto Rico, if prosecuted.
