Section 15E:16 - Dissolution of compact(a) This compact shall dissolve upon the date of the withdrawal or default of the member state which reduces the membership in the compact to 1 member state.(b) Upon the dissolution of this compact, the compact shall become null and void and shall be of no further force or effect. The business and affairs of the interstate commission shall be concluded and surplus funds shall be distributed in accordance with the by-laws.Mass. Gen. Laws ch. 15E, § 16
