In any hearing at which the competency of the defendant is an issue, witnesses not specially trained in psychiatry or psychology and not testifying as expert witnesses may testify as to the witness's observation of the defendant's actions and conduct and as to conversations that the witness had with the defendant bearing upon the defendant's mental condition. Any such witnesses, as part of the witness's testimony, must be permitted to give opinions or conclusions concerning the competency of the defendant.
