The Commission shall from time to time establish fees to be charged by the Commission and publish a schedule of such fees. Such fees shall bear a reasonable relation to the actual necessary costs incurred by the Commission in connection with the performance of the duties and responsibilities imposed upon it by Rule X and these Regulations.
