The hearings officer shall cause a copy of the hearings officer's decision, including therein findings of fact and conclusions of law, to be served upon each party by personal service or by registered or certified mail, return receipt requested. Service of the hearings officer's decision shall be deemed complete upon its mailing to the party's last known address.
