Any papers filed with the authority which are not in compliance with these rules, orders, or any other applicable rules shall be accepted for filing; provided that the mere fact of filing shall not waive any defect in the papers. The authority may, on its own motion or on motion of any party, strike any defective papers or require their amendment.
