For purposes of calculating the Total Tenant Payment (TTP), DCHA shall follow HUD requirements as enumerated in 24 C.F.R. § 5.628, as amended.
DCHA may establish a minimum rent as authorized by 24 C.F.R. § 5.628(a). If DCHA establishes a minimum rent, DCHA shall suspend and exempt families from minimum rent when a financial hardship exists.
For the purposes of granting hardship exemptions from the minimum rent requirement, DCHA shall follow HUD requirements as enumerated in 24 C.F.R. § 5.630, as amended.
Hardship exemptions shall be requested in writing by the Head of Household. If a participant requests assistance, DCHA shall assist the participant in reducing the request to writing.
DCHA shall verify the hardship circumstances and respond in writing within ten (10) days of the receipt of the information verifying the hardship.
Except where the Family has been granted a hardship exemption from the minimum rent, the amount that a Family pays for rent and utilities (the Family share) shall never be less than the Family's TTP but may be greater than the TTP depending on the rent charged and utility costs for the unit the Family selects.
