Section 80.56 - How does a proposed project qualify as substantial in character and design?
A proposed project qualifies as substantial in character and design if it:
(a) Describes a need consistent with the Acts;(b) States a purpose and sets objectives, both of which are based on the need;(c) Uses a planned approach, appropriate procedures, and accepted principles of fish and wildlife conservation and management, research, or education; and(d) Is cost effective.
