"Benign neoplasm" means an abnormal growth of tissue in a body part, organ, or skin which does both of the following:
(a) Remains confined within the capsule or boundary of the specific body part, organ or skin; and(b) Does not seed to other noncontiguous areas of the body.Cal. Code Regs. Tit. 22, § 41407
