1. Plaintiff's Motion for Judgment on the Administrative Record (Doc. No. 20) is DENIED. The Decision of Pennsylvania Hearing Officer Cheryl Cutrona is AFFIRMED.
2. Plaintiff's Complaint (Doc. No. 1) is DISMISSED.
