This case was called for trial on May 7 and 8, 2024, at the Court's Seattle, Washington trial session. On the second day of trial, the parties informed the Court that they had reached a basis for settlement, and they read the settlement into the record. The Commissioner requested 90 days to submit a proposed stipulated decision. For cause more fully appearing in the transcript of the proceedings, it is
