By order of February 29, 2000, the application for leave to appeal was held in abeyance pending the decision in Nawrocki v Macomb County Road Commission (Docket No. 107903), and Evens v Shiawassee County Road Commissioners (Docket No. 109921). On order of the Court, the decision having been issued on July 28, 2000, 463 Mich. 143 (2000), the application is again considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.
