DECISION AND ORDER ON MOTION

Motion to proceed upon a joint record on review and for further relief.

Upon the papers filed in support of the motion, and no papers having been filed in opposition thereto, it is

ORDERED that the motion is granted, without costs, to the extent that the proceedings shall be heard together and may be perfected upon a joint record on review and briefs of up to 70 pages each. Respondent may file and serve a brief of up to 40 pages. The time allotted for oral argument is five minutes for each petitioner and 10 minutes for respondent.
