Finally, the Court notes that in Wilson v. Sellers, 138 S. Ct. 1188 (2018), the United States Supreme Court reversed the Eleventh Circuit's holding in Wilson v. Warden, Ga. Diagnostic Prison, 842 F.3d 1155 (11th Cir. 2016) that addressed how a state appellate court's summary treatment of a claim should be analyzed under ยง 2254(d). Rather than analyze the arguments or theories that could have supported the state court's summary decision as previously held by the Eleventh Circuit, federal courts should "look through" the unexplained decision to the last related state-court decision that does provide a relevant rational and presume the that the unexplained decision adopted the same reasoning.
