ORDER AND RECOMMENDATION OF UNITED STATES MAGISTRATE JUDGE

Plaintiff, a prisoner of the State of Texas, submitted a civil rights action pursuant to Bivens v. Six Unknown Named Agents of Fed. Bureau of Narcotics, 403 U.S. 388 (1971). The form of the Complaint is such that serious flaws make it impossible to further process the Complaint. The problems are:

1. The filing fee was not received nor was a proper affidavit to proceed in forma pauperis submitted, with sufficient information completed and signed by Plaintiff, to permit review.
2. Plaintiff's claims are not understandable. They reference another case he filed, 1:24CV571, but that case only consists of conclusory statements that Plaintiff Williams showed the United States Department of Justice proof of treason but that they failed to act and instead forced him into slavery, abandoned a disabled person, killed a service dog, and allowed a bank to steal money. It also references other suits filed by Williams of which the Court has no knowledge. Therefore, the instant Complaint referencing it does not state any clear claim for relief. Plaintiff must state proper claims for relief.

Consequently, the Complaint should be dismissed, but without prejudice to Plaintiff filing a new complaint, on the proper forms, which corrects the defects of the present Complaint. The Court notes that whatever action Plaintiff seeks to file does not appear to have any connection to the Middle District of North Carolina. If Plaintiff does seek to file a legal action, he should obtain the proper forms from a district where the potential Defendants reside or where the events underlying his claims occurred and file the case in that district.

In forma pauperis status is granted for the sole purpose of entering this Order and Recommendation.

IT IS THEREFORE ORDERED that In forma pauperis status is granted for the sole purpose of entering this Order and Recommendation.

IT IS RECOMMENDED that this action be dismissed sua sponte without prejudice to Plaintiff filing a new complaint, on the proper forms and in the proper district, which corrects the defects cited above.
