ORDERED that, on or before Wednesday, November 8, 2023, the parties shall file with the Court a stipulation of settled issues to inform the Court if a basis of settlement has been reached. It is further

ORDERED that if a basis of settlement has not been reached, on or before 5:00 p.m. EST on Thursday, November 9, 2023, the parties shall file with the Court a joint stipulation of facts.
